December 23, 2014 – VDOT and the 95 Express Lanes launched a new program to help ease the transition for carpoolers who have ordered – but haven’t yet received – their E-ZPass Flex. Full-time carpoolers who order an E-ZPass Flex via Virginia E-ZPass will have an opportunity to register their license plate for seven days of toll-free travel to tide them over until their Flex arrives in the mail. - The full rules of the road including tolling and the 24/7 E-ZPass requirement (with the exception of anyone who registers their license plate per above) will go into effect during the late-night hours of Monday, December 29. HOV regulatory signs will no longer be in place when the road opens and drivers will see toll prices on the dynamic signs. Please be alert for new traffic patterns during the morning commute.
- Mid-day gate operations and reversals on the I-395 HOV and 95 Express Lanes will begin at 11 a.m. and should take about two hours to complete. The transition time will temporarily increase during the nighttime hours due to remaining construction activity. Ultimately, the nighttime gate transition period will return to standard times.
